Water, Solid Waste
and Irrigation
There are
42 utility Publicly Owned Enterprises in the
Water, Solid Waste and Irrigation sectors of
Kosovo, serving around 2 million people, not
all of which are connected to all services.
This number of POEs operating in this sector
is too high to be efficient or financially effective,
so they need to be consolidated to become self-sustaining
business units.
The KTA strategy for the Water,
Solid Waste and Irrigation sectors was presented
to, and approved by, the KTA board at its September
2002 meeting. The 42 utility POEs will be restructured
into Regional Utility groups of utility POE
companies.
A full consultation
process is ongoing to involve all stakeholders
in the restructuring changes and process. This
restructuring will allow Head Office services
to be developed in the regional utility POEs
to improve and develop Financial Planning, Business
Planning, Operational Planning, IT services,
HR Services, Transport and Plant services, Procurements
and Laboratories. Local Autonomy will not be
lost, Area offices will be maintained in the
existing municipal based service areas to ensure
front end delivery of day to day utility services
including staffing, spare parts, machinery and
equipment an customer interface offices.
